See Philatelic Coincidence for an ongoing discussion of the APS website not being accessible for many areas outside of the US. It's a bogus maintenance message. We're getting blocked. I had not problems accessing inside the US. Now I'm traveling outside the US, I'm getting blocked, even though I'm using the same laptop. Wonder if Tedski will be able to access after his move to Europe?
