Ok, not a subject I am that familiar with so tell me. 1783 or 1785 or just US and France. 1793 1st hot-air balloon flight in the US lifts off in Philadelphia, piloted by Jean Pierre Blanchard and just for the record my first Balloon flight was.... lets just say much later .... a few hundred years plus later

As this is an airmail stamp, I’m guessing the stamp honors the first international airmail delivery by Blanchard and and American pilot, John Jeffries, who flew across the channel, from Dover to Calais. I’ve never been in a hot-air ballon, and really would not care to be.
