Michael, I can't interpret the error message, but just going by the words Java and Runtime, did you download/install the full package (with JRE, Java Runtime Environment) or the light package (with no JRE, for those with JRE already installed on their system)?

What Ted said is what I was going to say. It's possible that you might not have downloaded the right installation package. (It sounds like you may need the full JRE (Java Run Environment) installation, but that's just a guess.)
Do let me emphasize what others have said: the developer is excellent at support, bar none, despite the fact that it's a free program. He is an advanced collector, ridiculously talented computer guy, and then he has his day job, where he seems to be tops as well.
He does check several of the stamp discussion boards for questions, comments, and suggestions about his software. TSF/The Stamp Forum is probably, imo, the best place to find him, but he's also on SCF/Stamp Community Forum, among others.
If you don't feel comfortable posting there, you should be able to reach him by email at the contact address on his website.

Well I decided to persevere show patience not usually something I do very well ... hahahahahah because it just seemed to be too cool to not keep trying.. and wow that is a cool piece of S/W. I got it working - (I had downloaded the full version but thanks for suggesting that)
no idea why the run time error but I bypassed it .... now to get the refinements I think I can do but I have successfully loaded a trial of 21 stamps to Hipstamp. Thanks whoever first mentioned and show it, Chris I think. . Will try more now. have a lovely day Michael

Just a couple things I'll point out about using PMGS StampFix . . . I don't know if the app has been updated to fix this bug, but in mine, on the right side, the box labeled Fine Tuning Threshold, the app always opens with a blank box, and no images will be extracted. Put a 100 in the box, and it will remain throughout the session. Just remember to do that again next time you start the program. Also, just above that, the boxes that have the numbers 420 and 3801, those are the minimum and maximum size of one side to specify for a bounding box. If you know your stamp images will be larger than (in this case) 420 on the short sides, then use that number. If you put in too small a number, the program will find boxes within the stamp image, and you will wind up with extraneous images of vignettes or cancels, or other design elements. On the left side, the two arrows point to boxes that always pop up pre-filled or checked, as shown. If the box is checked, as shown here, when you process a batch of single stamp images (as opposed to bursting the images from a single scan), the program will save a separate image of the cropped and straightened stamp, and retain your original uncropped, crooked scan. I go ahead and leave it unchecked and let the program overwrite the original images with the new ones. Saves me the trouble of going back and deleting them manually. The Padding box is always pre-filled with 10 whenever the program opens. That means it will place a 10 pixel margin beyond the stamp edges when the images are cropped. The 10 is fine for most applications. For my store listings, I prefer to set it at 20, to give a large enough background against which you can inspect the stamp.

Then again, you could do it the smart way. Instead of setting the Fine Tuning, Padding, etc, each time you open the program, you can just set it and forget it by selecting Save Default Settings

I also saw that error window, but I forget which part of the process. After downloading the full (with JRE version) I had to rename the downloaded file to an executable (.exe) and run it. After install, I had a desktop icon that opened the application. I had an image of multiple scans on a white background (the lid of my scanner bed) so the software did not handle that well. I'm guessing it will handle stamps on black-backed vario pages much better.

CatnapStamps You can scan on black or white backgrounds; the Threshold number needs to be adjusted depending on which. You will find the settings under Help/Threshold help. But to sum it up, for a white background the Threshold number should be 200 - 225; for black background, enter a number from 50 - 125.

I have been so leery about the scan burst programs. I take my time and scan and edit each one on my own. I'm in no big hurry and this way I have the image, not someone else. Really not being paranoid, but ...
I'm glad it works for all of you.

The past few weeks, I've made a lot of progress organizing my stamps by region / country. They were placed in 8 stock books somewhat randomly. 75% done including Europe, Asia, Africa, Middle East, Australia & Oceania, United Nations, U.S., Canada & Newfoundland. I still have to sort the Caribbean and Central & South America. Earlier today Wolfie let me know it was time to take a break. And I need to wait for my order of Vario pages to arrive. I've run out of 5s and 2s pages.

His name is Carlos. Have no idea why. That was his name when I picked him up at the shelter.

Organization has been achieved!
There are always a few stamps that need to be taken care of, but all the stamps that were sitting in a drawer or shoeboxes have been labeled and put into the appropriate binder or stock book. Since I'm a topical collector and often have only a few stamps from a country, I group them alphabetically by region. A few items get out of order so I can use the pricy Vario pages efficiently. Jumping around the planet alphabetically - from Afghanistan to Aland, then to Algeria -- is too much of a cultural shock to my brain. Pearl was excited to get into the closet where I store items I'm not actively working on. I can't leave the binders out because both she and Wolfie will bite the edges. You can see my childhood United States Stamp album (light blue spine), my parent's U.S. album, and 7 binders of U.S. mint sheets. I got rid of approximately 300 mint sheets that they had accumulated. There's only so much I want to store, and even this needs to be pared down. Some First Day Covers and other fun collections are on the bottom shelf. U.S. statehood stamps, wildlife, wildflowers - things I picked up for a few dollars at our stamp club or shows.

I have been crawling through the store on Hip and I'm almost done with getting the Plate Blocks listed the way I want them. It's silly that I do little projects like that which require a lot of concentration!
Speaking of that project, maybe someone here knows the answer to this wild thought, question: With the Plate Blocks, the very early ones have a number, I get that, but later on they start with an A, B, C, P and I've noticed an S in there too and of course V.
What are they representing?
At first I thought P was for Pane and S was for Sheet, but A, B, C and V tossed that out. Anybody know?
