Will try once I get settled in with internet access. Give me a couple of days for the flight and other travel...
I feel they must have done (maybe inadvertently) some IP address range blocking. I had to do that at another forum, but basically try to keep the blocked range as small as possible, knowing that with each wildcard set, the possibility of blocking innocent users grows exponentially.

Yeah, that's what it looks like. I have been sending them data, and now that I have an actual contact from APS for this, I'm hoping it resolves sooner rather than later.

I am unable to access APS from Taiwan. So far, it is the only website I can't access, among the few that I have tried. I get the same maintenance message that you got. I am using the same laptop for which I had no problems accessing APS in the US.

Thanks for that. The boundary I have confirmed so far is Eastern Asia. Oceana is fine.

For what it's worth, the first 2 sets for the IP address I'm accessing from is 1.165

Tried from a different location in Taiwan using hotel wifi and couldn't connect. First 2 sets of IP address are 122.121
Now I'm thinking the problem is beyond IP address range blocking, but still some sort of geolocation blocking.

Yet another different hotel location, and still no joy for APS. This time using IP address 220.143...
I noticed that on the error page returned, below the line "Code: LNA", they give the IP address that is trying to access, and then a 16-digit hexadecimal.
The 16-digit hexadecimal changes each time I try to force my browser to reload the page (i.e., dump the cached page and start from scratch).
That suggests to me, that APS is actually logging the attempted accesses from East and Northeast Asia.

Philatarium, Have them report this to APS. I've become aware of a very large part of the world that is now blocked, and I think the reason for it is idiotic, bordering on incompetent. I would ask anyone who uses the APS site to please report to APS that (even if you can access the site) that people outside the US cannot, and it' really bogus to have an "APS" that is accessible in "English as a primary language only countries" to have access.

Ok, this is now solved for Japan. But I have an inkling it is still going to be an issue in other areas. (As hinted by a little bird).

Can you recommend a particular email address he should contact them at? (since he can't go through the website) Is there someone in particular already working on this whom he should contact?

Well, it appears that other websites are also geoblocking parts of Asia. I find I cannot access the health insurance websites, so I can't look up any account/medical information for anybody. Also, I find I cannot access some utility websites either to pay some bills. I never had problems paying bills when I was here last time (7 years ago). And I never heard reports of problems until this summer.
Is there some sort of movement to block Asian access, where they are assuming the general American consumer has no reason to access their websites from abroad? Seems like a nuclear solution to avoid hacking, rather than spend money to improve website security? A non-profit organization, I can understand. But a for-profit business?
In the age of the internet, has the concept of remote work suddenly become taboo?

Maybe the nuclear option until more sophisticated methods can be developed.
