It should be some Nazi Party dues/donation stamp, but specialized. I can't make out the lettering at the top of the triangle.
The symbol below the swastika is the Alzig rune, which was one of many other symbols also used by the Nazis.

OK, I think I can make out something like Frauenschaft? The symbol would make sense. If so, then this would be a 1943 Nazi Women's League dues stamp.

It looks like a semi-postal?

No postal validity. Used to pay Nazi party dues.
Don't know the story behind the extra 2pf. Maybe for the main Nazi group?

I figured it had something to do Nazi Germany but I was thinking more along the lines of the occupied territories.

One thing about Nazi dues, membership, whatever fee stamps is that while the money was collected, more often than not, the money did not go to the organization to which the money was intended. It went to the war expenses, or in some peoples' pockets.
