The professional packs that I had ordered were the 25s, not the 50s. I checked, and saw that I had ordered about 16 of them in 2023 until I finally quit because of the high percentage of flawed sheets. I think the 50packs are from a different distributor, but I haven't tried them. Since I my hand hasn't fully recovered and I still have trouble handling single stamps, I was simply restocking my supply of ready-to-use Varios when my hand heals.

I'm sorry, I've misled you. These were 2 packs of 25 each. And they may well have had some of the defects you mentioned. I think I am probably less attentive than you.
I have been ordering through Amazon because I can get the product in two days. The listing mentions they are drop shipped for "Designer Stamp & Coin," so maybe a brick store somewhere is getting a little bit from the purchase.

No worries, no misleading at all. I wasn't sure if you had bought the 25 or 50 packs. I just wanted to mention that my purchases were the 25 packs.
Most of the packs I had gotten had 2-5 defective. The defects were constant, which is why I suspected they were repacks or manufacture seconds. About 1/3 of the packs I got had 10+ defects (again constant), to as many as the entire pack when it came to miscuts or mis-presses. I'm hesitant to fault any particular dealer or reseller, because sometimes they acquire these via business bankruptcy/closeout, and dealers don't always sit there labeling which items are manufacturer seconds. I know the manufacturer seconds that were sold as such from the 2 dealers I used to buy seconds from, were not labeled as such. They were upfront in telling me that specific pricing was for seconds, most likely from memory. I am pretty sure whoever acquired their stock had no idea which items were seconds.
